Keeping Track Of Bay Area Restaurant Reopenings, By County

Last week, California replaced its watch list and Stage 1-4 reopening system with a new one: a color-coded risk level assessment for every county. Indoor and outdoor businesses that are allowed to reopen depend on each county’s risk level, which is now classified as “widespread” (purple), “substantial” (red), “moderate” (orange), or “minimal” (yellow).

San Francisco and Napa are the only two counties that are currently classified as “substantial” risk. The rest of the Bay Area counties - and much of California - are at “widespread” risk. The state plans to update each county’s risk level every Tuesday.

So, what does this all mean for restaurants? Purple counties can only offer outdoor dining, while red counties, like San Francisco and Napa, can open for indoor dining at 25% capacity, or 100 people, whichever is fewer. Napa County plans to reopen for indoor dining (again), while San Francisco is sticking to outdoor dining for now. But look for Mayor London Breed to give more updates on the city’s reopening plans in the coming days.

San Francisco County

Current status: “Substantial” risk (red), Outdoor dining only

  • San Francisco restaurants started reopening for outdoor dining on June 12th. Under the Shared Spaces Program, restaurants that don’t currently have a patio or outdoor seating can apply to take over sidewalks and parking lanes. You can learn more about outdoor reopening guidelines here.

  • Restaurants were previously projected to reopen for indoor dining on July 13th. On July 7th, Mayor Breed announced that indoor dining (along with outdoor drinking and other indoor businesses) would be put on hold indefinitely, due to increasing coronavirus cases. On August 28th, after the county was classified as a “substantial” risk (meaning indoor dining can operate at 25% capacity), Mayor Breed said that indoor dining would remain off the table until further notice.

  • On Monday, June 22nd, Mayor Breed announced that bars could open for outdoor drinking on June 29th. However, due to a rise in coronavirus cases, Mayor Breed announced on Friday, June 26th that bars in SF will not be reopening on the 29th.

Alameda County

Current status: “Widespread” risk (purple), Outdoor dining only

  • Alameda County restaurants reopened for outdoor dining on June 19th. On Friday, July 10th, the county reversed the order and mandated that all restaurants return to takeout and delivery only, after the state revised its guidelines. And on Wednesday, July 15th, the county was granted a variance that allowed outdoor dining to reopen once again.

Contra Costa County

Current status: “Widespread” risk (purple), Outdoor dining only

  • Contra Costa County restaurants reopened for patio dining on June 5th. Here’s a list of restaurants that are currently open for outdoor seating.

  • Restaurants and bars were scheduled to reopen for indoor dining July 1st. Following a rise in coronavirus cases, on June 29th, the county announced that they would be delaying these reopenings until further notice. On July 1st, they were ordered to shut down indoor businesses, effectively pushing off the indoor reopening date for at least three weeks. On Monday, July 13th, Governor Newsom ordered all indoor dining and bars to shut down.

Napa County

Current status: “Substantial” risk (red), Outdoor dining only, Indoor to come soon

  • Restaurants in Napa County were allowed to reopen their dining rooms and patios on May 20th. Many are sticking to takeout and delivery, or patio dining for now. For a running list of restaurants that are open in Napa County, head here.

  • On June 5th, Napa County wineries reopened for tastings. Most wineries are offering them by appointment only - here’s a list of wineries that are open for visitors.

  • On July 6th, the county announced that indoor dining, indoor and outdoor drinking (bars, brewpubs, and breweries), and other indoor businesses would be required to close, due to a rise in coronavirus cases. These businesses must remain closed until July 30th, at the earliest.

  • On August 28th, Napa County was classified as “substantial” risk, meaning indoor dining can resume at 25% capacity. The county plans on reopening soon.

Sonoma County

Current status: “Widespread” risk (purple), Outdoor dining only

  • Restaurants in Sonoma County reopened for patio service on May 23rd and dine-in service on June 6th. On Monday, July 13th, Governor Newsom ordered all indoor dining and bars to shut down. For a running list of restaurants that have reopened in Sonoma County, head here.

Marin County

Current status: “Widespread” risk (purple), Outdoor dining only

  • Marin County reopened for outdoor dining on June 1st and indoor dining on June 29th. On July 3rd, the county was added to the state’s watch list due to increasing coronavirus cases. On July 5th, Marin County restaurants were ordered to close indoor dining for a minimum of three weeks.

  • Solano County reopened for indoor and outdoor dining on May 21st. On July 1st, they were ordered to shut down indoor dining.

  • San Mateo County restaurants reopened for outdoor dining on June 6th. And on June 17th, the county announced that indoor dining would be allowed, and that bars and wineries could reopen as well. However, on Monday, July 13th, Governor Newsom ordered all indoor dining and bars to shut down.

Santa Clara County

  • The county has not yet announced a date for indoor dining. On July 1st, they were ordered to shut down indoor businesses, effectively pushing off the indoor reopening date for at least three weeks.
